Jakarta Optimizes TPS 3R Facilities to Accelerate Waste Management Transformation

The Jakarta Provincial Government is accelerating its waste management transformation by strengthening in-city waste processing capacity closer to where waste is generated.

Dozens of TPS 3R (Reduce, Reuse, Recycle waste processing facilities) across the capital will be optimized in phases, taking into account each facility's processing capacity, equipment readiness, waste characteristics, and local service needs.

Jakarta to Maximize TPS 3R for Better Waste Management

Most recently, the Menteng Atas TPS 3R, operated in partnership with PT Morego Metro, will be optimized to process municipal waste generated by households as well as the hotel, restaurant, and café (HORECA) sector.

One of its processed outputs is Refuse-Derived Fuel (RDF), which can be used as an alternative fuel for industry.

The optimization of the Menteng Atas TPS 3R is part of Jakarta's broader shift from the traditional collect-transport-dispose approach to a waste management system focused on waste reduction, sorting, processing, and resource recovery at the source.

Jakarta Environment Agency Head Dudi Gardesi Asikin noted that strengthening TPS 3R facilities means not only upgrading processing capacity but also improving operational systems, managing waste supply, enhancing human resources, and expanding collaboration with businesses and property managers.

"Each TPS 3R has different conditions and capacities. Therefore, optimization is being carried out in a measured manner to ensure every facility truly functions as a waste processing center rather than merely a waste transfer or storage facility," he said on Monday (8/3).

He added that the strengthened TPS 3R network would be aligned with the Waste Sorting and Processing at Source Movement. Residents, property managers, businesses, shopping centers, and the HORECA sector are encouraged to reduce, sort, and process the waste they generate as part of their respective responsibilities.

"The government is providing the necessary systems and supporting facilities. However, the success of this transformation also depends on the participation and discipline of all stakeholders in reducing and sorting waste at the source," he emphasized.

According to Dudi, the implementation of Jakarta's Waste Management Roadmap on August 1, 2026, marks an important milestone in accelerating the comprehensive transformation of the city's waste management system.

"Through these efforts, the Jakarta Provincial Government aims to establish a waste management system that is more modern, measurable, and sustainable while creating a cleaner, healthier, and more comfortable environment for all residents," he said.

Earlier, Jakarta Governor Pramono Anung visited the Menteng Atas TPS 3R in South Jakarta to assess the facility's readiness ahead of the implementation of the Jakarta Waste Management Roadmap on August 1, 2026.

Pramono said strengthening in-city waste processing facilities is essential to ensure more waste can be treated before being transported to the Bantargebang TPST.

According to him, converting waste into RDF provides dual benefits by reducing the volume of waste sent to Bantargebang while increasing the value of materials that would otherwise go unused.

"What we are building is not merely a waste processing facility, but a new system that is more efficient and sustainable. The more waste that can be processed in Jakarta, the lighter the burden on Bantargebang and the better sanitation services we can provide for residents," he added.
